An Oracle ULA gives you the right to deploy unlimited quantities of a defined set of products for a fixed period (typically three years) in exchange for a single up-front fee. At the end of the term you must certify your usage—converting your unlimited rights into a perpetual license count for what you've actually deployed.
Where it goes wrong: poorly scoped product lists, ambiguous territory and entity language, virtualization/cloud restrictions, capped variants disguised as 'unlimited,' and Perpetual ULAs designed so that walking away costs you everything. Most ULAs leave significant entitlement value on the table at certification.
